    Attending the Inter-ministerial Finalization Meeting for the 3rd National Report on the CRPD
    Attended the Inter-ministerial Finalization Meeting for the 3rd CRPD National Report convened by the Ministry of Health and Welfare (MOHW). During the session, I provided input regarding the legislative progress of the Convention against Torture (CAT) and engaged in deliberations concerning the National Human Rights Commission's (NHRC) role and mandate within the National Preventive Mechanism (NPM). The discussion aimed to clarify the framework for preventing torture and ensuring compliance with international human rights obligations.

    Attended the Training Course on "Collection and Use of Evidence of Torture in Legal Proceedings"
    Attended the training course on "Monitoring and Prevention of Torture and Ill-treatment in Places of Detention," a collaborative initiative between Covenants Watch and the European Union (Sept 9–11, 2025). The session on September 11 focused on the "Collection and Use of Evidence of Torture in Legal Proceedings." Through insights shared by international scholars, the program explored the Convention against Torture (CAT) and its application within criminal proceedings, specifically regarding the evaluation of evidence admissibility for torture or ill-treatment. This participation served to deepen expertise in international human rights standards and legal practicalities.

    Attended the Training Course on "Monitoring Places of Detention"
    Attended the training course on "Monitoring and Prevention of Torture and Ill-treatment in Places of Detention," co-organized by Covenants Watch and the European Union, held at the NCCU Center for Public and Business Administration Education from September 9 to 11, 2025. During the first phase (September 9–10), the curriculum focused on the monitoring of detention facilities. Through lectures by international scholars, the program explored methodologies for monitoring and preventing torture or ill-treatment, thereby deepening the understanding of the Convention against Torture (CAT) and its regulatory framework.

    Third Draft of the Human Rights Indicators on the Right to be Free from Torture Submitted to the Executive Yuan for Review
    In line with the National Human Rights Action Plan and efforts to establish indicators for assessing the human rights situation in Taiwan, this ministry developed indicators for the “Indicators on the right not to be subjected to torture or to cruel, inhuman or degrading treatment or punishment.” After review by the Department of Human Rights of the Executive Yuan and consideration of their feedback, the indicators were revised and submitted as the third draft.

    In order to implement the National Human Rights Action Plan and to establish indicators for assessing the current human rights situation in Taiwan, this ministry developed human rights indicators for the “Indicators on the right not to be subjected to torture or to cruel, inhuman or degrading treatment or punishment.” The indicators were submitted to the Department of Human Rights of the Executive Yuan for review. After incorporating suggested revisions, the second draft was formally submitted for their response.

    Second Draft of the Human Rights Impact Assessment Checklist for the Convention Against Torture Bill Submitted to the Ministry of the Interior
    The draft of the Act to Implement the Convention Against Torture participated in the Executive Yuan’s pilot program for human rights impact assessments of legislative proposals. On July 31, representatives attended the Executive Yuan’s “Workshop on Pilot Legislative and Medium- to Long-Term Project Human Rights Impact Assessments” organized by the Department of Human Rights and Transitional Justice. Discussions were held with the Department and the Human Rights Assessment Working Group regarding challenges encountered during the assessment process. After considering the opinions of the Working Group members, the checklist was revised and finalized as the second draft on August 13 and submitted to the Department of Legal Affairs of the Ministry of the Interior.

    Submission of the First Draft of the Human Rights Indicators on the Right not to be subjected to Torture to the Executive Yuan for Review
    To implement the National Human Rights Action Plan and establish human rights indicators to better understand the current human rights situation in Taiwan, the Ministry of Interior has developed human rights indicators for the “Indicators on the right not to be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”
    Relevant agencies were invited to participate in coordination meetings, and on July 4, the Ministry of Interior submitted the comprehensive list and explanatory documents to the Executive Yuan for review.

    Because of the expiration of the 10th term of the Legislative Yuan, the draft of Implementation Act of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), CAT and its Optional Protocol were sent to the Executive Yuan on 30 January 2024.
